For years, the digital asset industry has operated in a state of regulatory limbo &ndash; navigating a landscape of conflicting signals and regulation by enforcement. Last July, it seemed the tide had finally turned. The House of Representatives passed the <a href="https://www.congress.gov/bill/119th-congress/house-bill/3633/text" style="text-decoration: none;">Digital Asset Market Clarity Act</a> (CLARITY Act) with a bipartisan majority of 294&ndash;134. It was a signal to the world that the U.S. was ready to lead the future of finance.
Unfortunately, the momentum from last summer stalled. CLARITY was held up at a moment it was gaining real traction. More than a year later, the Senate now has one realistic window to pass the bill. If the Senate lets this session slip by, the bill risks getting pushed into the October recess and then the midterm election cycle, if not further. That delay would likely cost the industry years of progress.
Over the last year, I've been an <a href="https://finance.yahoo.com/news/blockchain-com-peter-smith-urges-212341019.html" style="text-decoration: none;">outspoken advocate for getting this bill passed</a> because I know it&rsquo;s good for our industry but it&rsquo;s even better for the American people. It will establish clear rules that protect consumers, promote competition, and create faster ways to save, transact, and invest. Without CLARITY, responsible companies operating under uncertainty, risks the U.S. surrendering leadership in technology that has the potential to shape global finance for decades.&nbsp;
The Administration has made it clear it won&rsquo;t wait around for Congress to act, if paralysis continues. The SEC just proposed new rules addressing how certain crypto assets and offerings would be regulated. These steps will help reduce uncertainty, but we still need Congress to establish a durable framework and legislation that clearly defines the rules of the road.&nbsp;
I joined President Trump, senior regulators and other industry leaders at the White House to address the remaining issues with the bill, build consensus and advance a clear path toward&nbsp;<a href="https://www.coindesk.com/policy/2026/08/19/trump-pushes-congress-to-move-on-clarity-act-during-white-house-crypto-event" style="text-decoration: none;">passing the CLARITY Act</a> in September. Coming out of this meeting, I remain committed to helping resolve remaining questions on market structure and stablecoin rewards, and reinforcing the bipartisan support needed to move the bill through the Senate.&nbsp;
Earlier this summer, <a href="https://x.com/SenLummis/status/2042632446798369090?s=20" style="text-decoration: none;">Sen. Cynthia Lummis (R-WY) warned</a> we were approaching the last realistic opportunity for passage "before at least 2030." We have now reached that final opportunity. The choice in front of us is simple: The Senate can act in the coming weeks and give the markets the legal certainty they need, or it can let the clock run out. The longer we wait, the harder it will be to maintain American leadership.&nbsp;
The industry has done the work to build a broad coalition. President Trump has kept pushing Congress to break the gridlock. The rest is up to the Senate.&nbsp;
Crypto is a bipartisan issue, with bipartisan support. It's time to secure the future of the American digital economy, and passing the CLARITY Act is the right way to get it done.&nbsp;

Camana Bay, Cayman Islands, xx &ndash; Blockchain has officially reached a historic regulatory milestone: we have now secured our definitive Virtual Asset Service Provider (VASP) custody services licence from the Cayman Islands Monetary Authority (CIMA) through our Cayman Islands subsidiary.
Blockchain is also doubling down on our commitment to the local community. In June, Blockchain partnered with TechCayman, the premier facilitator for global technology companies establishing a physical presence in the region.
Through this collaboration, the Company will soon welcome its first on-island hire to support the growing operations and local ecosystem. TechCayman is providing the sponsorship framework, operational support, and local network needed to seamlessly integrate Blockchain into the island's tech community.

Adding to Blockchain&rsquo;s recent major regulatory milestones over the past 12 months - including obtaining its MiCA licence in Europe and its FCA registration in the UK - securing the CIMA licence to provide custody services and other virtual asset services powers a comprehensive suite of regulated services:

Since 2011, Blockchain has facilitated over $1.1 trillion in transactions while serving more than 43 million verified users. Our journey has always been guided by a compliance-first mindset. In December 2025, CIMA had granted a conditional approval of the Company&rsquo;s application for licensing. As of 22 July 2026, all the conditions for approval have been met and the Company is duly licensed with CIMA to provide virtual asset custody services. The Company has also been approved to provide the following virtual asset services: (i) exchange between virtual assets and fiat currencies, and (ii) exchange between one or more other forms of convertible virtual assets. This licence marks a significant achievement in our regulatory process in this jurisdiction, transitioning our operations from conditional status to definitive, long-term regulatory integration within one of the world&rsquo;s premier financial hubs. Prior to the grant of the licence, the Company held a VASP registration since May 2022.

Blockchain has enabled its retail users to trade via Hyperliquid through its builder-code integration. In just over two months after launching, the integration of perpetual futures has seen strong early adoption and growing demand from retail users.
A portion of that volume has come from something genuinely new: pre-IPO perps. Through the Blockchain app, our users can trade products tied to companies like SpaceX (SPCX), the world's largest ever IPO, and ChangXin Memory Technologies (CXMT), the first pre-IPO perp tied to a Chinese company. These are markets that simply didn't exist before, opening access to opportunities that have traditionally been out of reach for most participants around the world. It's a preview of how onchain capital markets are expanding well beyond traditional crypto assets.
Retail users can also put their HYPE to work. By depositing HYPE into the Blockchain Earn product, users can generate native yield in line with the HYPE staking rate. It's another way we're closing the gap between owning exposure and earning.
<h2>Trading &amp; Liquidity</h2>
But we're not just using Hyperliquid and our builder code to give our retail base exposure to perps. We're genuinely using the platform as a source of liquidity across our entire business.
Our OTC desk is integrated with Hyperliquid directly, hedging principal risk through perpetual futures. Its liquidity has become deep enough to go toe-to-toe with the largest centralized venues, which is exactly what makes it a premier venue to hedge exposure. Our liquidity team, in turn, makes markets on the platform, adding another venue to our already deep offering and tightening spreads for everyone trading there. Put simply, Hyperliquid isn't a side experiment for us. It's becoming core market infrastructure, sitting alongside the venues we've relied on for years, the kind of onchain opportunity that didn't exist a few years ago, now wired straight into how we trade.
<h2>Investing Across the Ecosystem</h2>
Earlier this year we announced a strategic investment into Hyperion DeFi (NASDAQ: HYPD), the first publicly listed company building on Hyperliquid. Through Hyperion, Blockchain has exposure to some of the premier builders and creators in the ecosystem: Hyperlend, Rysk, Silhouette, and Skew Technologies. Holding more than 2 million HYPE, Hyperion combines direct token exposure with equity and revenue-sharing interests across key projects building on the Hyperliquid ecosystem.
